  Industrial Pretreatment

The City of South Bend, IN is required, by National Pollutant Discharge and  Elimination System (NPDES) permit No. IN 0024520, to administer an Industrial Pretreatment Program (IPP). All industrial pretreatment programs serve the following purpose: to protect the Publicly Owned Treatment Works (POTW), the receiving stream, City workers and ultimately the citizens from interference and harm from industrial pollutants, which the POTW is not designed to treat, by requiring industry to reduce pollution through its discharge before it reaches the POTW. 

South Bend's IPP performs the following functions: writes industrial discharge permits, inspects industries, monitors industries by IPP sampling, receives and reviews self monitoring reports from permitted industries and initiates enforcement actions against non compliant industries.
